No idea. It does not matter though. The contributor can do
the heavy-lifting of composing the changelog, etc, etc.

Of course, there will be some work on PMC to formally vote, build from
sources, etc.
However, I believe it is not really that time-consuming.

I am sure the case is crystal clear.
It is sad if you still need to "consider".

I absolutely see no reason for PMC to block releases for past versions,
especially in the case when the contributor does most of the work.
