Honestly, on the past, if the FR project didn't have the requested two testers for the the plateform/build, I checked for the QA results of the other projects like DE or IT to validate the FR version for the dedicated plateform. Following this process, I can imagine that we can share tests resources on a l10n group scheme (i.e CJK, Cyrillic, ...) for dedicated plateforms. Of course, that mean that the tooling we are using allow this kind of sharing and collaborative work.
