I'm inclined to commit this branch despite the override in
{{Geo3dCircleShape.relate}} which I think I'll add a comment that this is a
hack and referencing JIRA LUCENE-7970. It would be helpful in LUCENE-7970 to
provide specific circle coordinates and sample point within a unit test that
tests the relationship to illustrate the failure; otherwise the discussion is
theoretical.
I may include a tweak to a Solr spatial test to show that this seems to work
there.
