I think this is fine. The only catch would be that I think this assumes that
0.94 support would be dropped before another major version bump.
I was thinking that there is also some value with having 2.2 bits working over
HBase-0.96 which is basically backporting Jeff changes, and doing a
2-3.x-hbase-0.96 kind of release because we can rely on 2.2 being a stable
release. But I am not that familiar with the code base of Phoenix, so take my
suggestions with a grain of salt.
