The problem we have had in the past is that FAQ's exist in several different locations, User-FAQ is an attempt to bring all those locations under one roof, so to speak. There hasn't been too much need for a FAQ in QA, that I have seen, if everybody doesn't like the idea of User-FAQ or Documentation FAQ, then we can create one for QA as well.
I can also move the FAQ item that is on Documentation where you think it makes more sense. BTW, I am also Documentation Maintainer, as well as Co-Owner of the User-FAQ project.
