Right now, we have complete documentation in English[1]. And once a
contributor contributes a new PR, he needs to update the English
documentation, this can help us easily to maintain our documentation.
And there still exists Chinese documentation in our repo, and the
Chinese documentation is behind a lot[2].

This mail thread mainly wants to talk about do we need to maintain
Chinese documentation. There are some practices we can choose.

1. Maintain the Chinese version documentation, and once the
contributor contributes a new PR, he needs to update both English and
Chinese documentation.
2. Maintain the Chinese version documentation, and once the
contributor contributes a new PR, he only needs to update the English
version documentation, and we still accept the PR about Chinese
documentation.
3. Don't maintain the Chinese version documentation, delete the
current Chinese documentation, and don't accept the PR about Chinese
documentation.
