I didn't know that, thanks for pointing it out. Do the tags being there hinder those users in any way though? Assuming not, and assuming my belief that more Struts developers *DO* use the tags than don't (which may not be true!) then I'm not sure it matters, and I would still suggest the tags should be part of the core.
