Not directly.  But in so far as "extras" can hinder releases and sap
development effort from the core, they do hinder the users.  In
general, one of the reasons i liked seeing the Struts "extras" pulled
out of the core was the hope that bugs and slow development in such
non-essential parts of Struts would no longer be a hinderance to fresh
Struts core releases.  It's a tough trade-off though, i admit.  Either
risk dependency confusion and frustration or else risk having good
code be held back by "extras" that only a portion of the userbase is
interested in.  Personally, i prefer a little extra dependency
complexity (and that preference even predates the usefulness of Maven
and Ivy for such things) to the stifling of release frequency and
freedom.
