Sorry, but I really don't get it, where is the problem ? The page
looks awesome and I don't see any problems with missing h2, h3, etc.

The "news" section is ok, the only problem I see is that the main
section is fixed sized and doesn't look good on a huge screen (24"
compared to 15"). Is it possible to change that ?

I'll say just to mix the both version, v1 with v2, like below

Apache Struts
The latest production release of Struts 2 is Struts 2.2.3.1 [_point to
release notes_], which was promoted to "General Availability" (or
"Ready for Primetime") on 7 September 2011. Struts 2.2.3.1 includes
important security fixes. All developers are strongly encouraged to
update existing Struts 2 applications to Struts 2.2.3.1.

I'd say, v1 looks better for me, in two cases the heading is the same
as beginning of the sentence. If we don't have a good heading, v1
approach is better.

The same here, I really prefer sites without colour changes for the
visited pages. I open the same pages many times and after some time
they look the same - all the links are visited now ;) And we don't
change the content that often to have visited links so important.

Usability is important, but changing the layout is far more important
to show that the project is still alive. Redeploying a new version
doesn't change much, just some numbers and dates. Changing layout says
“We will always be there for you” ;-)
And usability can be improved over time.

I would say, do for it, redeploying a new site is 10000 simpler than
releasing a new version of Struts 2 ;-)
