I know I responded with my PR only because I got the notification of new
activity on the last JIRA ticket I had commented on. My guess is that there
were a lot of last minute contributions like mine because somebody was
actively triaging JIRAs in preparation for the release and the community
activity inspired people to contribute. If that kind of JIRA triage
activity occurred more regularly, it might trigger more contributions
between releases. But that's just a complete guess based on my own reason
for contributing. It may not hold for others.
