you can find the specification of the Gnome file picker integration here

Obviously the spec is in draft mode still, and, as far as I can see,
there is no motivation given to open the file open dialog fully
expanded.
True - there is no motivation from the implementor and the users. But
"upstream" want it differently. Probably the spec has not been updated
properly.
So, there is either a bug in the spec, missing the motivation,
or in the implementation doing something not speced.

That's why I started this thread with the request to either export that
variable by default or to revise the decistion completely.
I totally agree that the current behaviour doesn't match the goal of the
spec:
,----[ line 18f of the spec ]
| Be a good citizen of the GNOME desktop by fulfilling the expectations of
| a GNOME desktop user with respect to the file dialog.
`----
Furthermore there are other points where the behaviour doesn't match the
spec: The fpicker is never the default, even when the user is running
gnome. IIRC this has been changed because early implementations of the
fpicker used mutliple threads that with certain versions of gnome-vfs
resulted in a crash. This problem has both been fixed in gnome-vfs and
in the fpicker-code.
When the Office is built without fpicker, the option to choose between
native and system open/close dialogs is not checked and inactive, but
missing completely.
ciao
