well this is true...I will say reservedly. I, or someone, more familiar
with IT will need to figure out what exactly it needs to do anything
useful. I will look into this as I have time (maybe this upcoming week).
 The default interface looks exactly what we had for IssueZilla, and I
was not aware that IssueTracker's default interface was different. And,
if it is, why aren't we using that instead? So many questions.... :/

OK, I will investigate further. But I agree, as a user, nothing is so
frustrating as to have to dig around to figure out HOW to report an
issue or what's already been reported.
