A bit silly asking for the obvious, IMO.
Some processes simply do there work, because our main sponsor takes care
of it.
You started with asking why you could not get a sort of
'alexandro'.services.openoffice.org. (my wording)
My reply was that I never noticed any signal that widely supported ideas
in the community / projects have any difficulty in finding a place in
the ... services.openoffice.org or similar.
So if there is any need: go to the community council.
But AFAIAC, be careful: I spend a whole lot of time in shaping the
certification effort that you was so much in need of. But when it was
finished, the answer was silence...
So I have to and will be more careful where to put my energy.
