As there is quite seldom domains are set up, very few takes care of that
process. Stefan and a couple of other people can do that, just ask. As
far as I know the process is not documented, again since it's not done
very often.
As restrictiveness is good to not confuse visitors where to find a
specific information, if Stefan is unsure whether there is a bigger
interest in the domain, I think he would ask the community council or a
specific project.
QATrack is one tool e.g. which is documented in the QA project and used
daily by QA engineers. He helped me with questions regarding that.

My reply was that I never noticed any signal that widely supported
ideas in the community / projects have any difficulty in finding a
place in the ... services.openoffice.org or similar.
So if there is any need: go to the community council.
But AFAIAC, be careful: I spend a whole lot of time in shaping the
certification effort that you was so much in need of. But when it was
finished, the answer was silence...
So I have to and will be more careful where to put my energy.
