Yes, that's about what I was thinking.  If the template is fairly simple
and has a few elements by default.  Standard or site-wide items, like
the navigation menu for a given project, or the footer for anything on
*.openoffice.org could be candidates for SSI.

Having several stylesheets linked to in each template can help, some
will be short.  One for Oracle, obviously.  One for the *.openoffice.org
domain's current theme.  One for the individual project.

It's possible to set up a mockup elsewhere, but who could set up a vhost
to work in?
