I just found a nice starting point for this discussion in our wiki:

It looks like it was an effort back in 2007. which included website
discussion, something that we would like to continue now.
If nobody objects, I would look around these pages and move things I
find relevant to 2010_Redesign page. There is no reason to start from
scratch.
If there is anything useful or relevant there, then it'd be worth
bringing it forward.
Katsuya Kobayashi (aka 小林勝哉) had just asked about the status of the
Kenai project on the June marketing call. We should start the XHTML +
CSS templates and get a staging area for it while we are waiting for Kenai.

The generic, basic page seems to have several parts, some larger, some
small, some very small:
OOo site banner
project/subcategory banner or header
top nav menu
side nav menu
sidebar
content
project footer
OOo footer
Oracle footer
I would think that the different components each get their own DIV
element and then a generic placement and appearance. The placement and
appearance of all but the Oracle footer probably shouldn't be changed,
though there's been no real public word on that, but everything else
could be tweaked by the project or sub-project.
