We wrote a scraper for TED ages ago so it can be done, but I would be very
surprised it if still worked.
But there are lots of companies reselling the data, and I can't imagine they
all retype every contract, so I assume there is now either a relatively
scrapeable interface or an API.
I haven't looked into whether the resellers are paying for an API but since
the information is freely available on the web, there is certainly a good
argument that it should be public. Not that a good argument normally makes
much difference...
