You have my very heartfelt commiserations. I've only had to do a small
amount of work involving them (they can have collateral legal effects)

Other collateral effects too.

Memories of a bus service, funded by the developer (ie the NHS), that the planning permission required to be in place before the first part of a housing development was occupied. Tendered late, of course, then the NHS found out that Surrey CC hadn't followed OJEC in tendering it, so it was re-tendered.

The same company as before won it (probably the only one with a believable tender anyway)

Of course, by then, everyone was using other modes of transport.
