I wonder if it's worth seeing if we can directly address that point with 
fact/data somehow.

For people who make an internal review request in $time_period, could we 
contact them a few days later and ask whether they would still have made that 
request after a couple of days space for a-non-instant-response?

Not that facts will help a huge amount I suspect, but they're nice to have.
