You can't. An FoI request has to come from a person. While many
authorities will accept requests from obvious pseudonyms, they are not
obliged to do so.
It is none of the councils business whether I have asked about info
before or not - councils should respond to the * request* not to the
person who happened to have authored it.
No; they are responding to the person who has the right to make the
request. The FOIA stipulates that the authority should communicate the
information "to the applicant". They are fully entitled to know who the
applicant is.
