Maybe I'm missing the point here: But if a council gets two messages
from people with the same name but different email addresses how do
they actually know it's the same person ?

It's seems to me replying to someone with the same name but a
different email address is just incorrect behaviour and may well
violate the data protection act. Unless the council knows for sure
that those two email addresses belong to the same person they can't
just treat them as a single person.
