You are assuming there that the authority accesses the WDTK profile
page. If the DPA/FoI officers I've worked with are typical I'd say that
is unlikely.
Agreed. We've found with FillThatHole that some council "call centre"
staff don't even have access to the web, so they are "blind" and can't
follow the useful links we send them by email...
I feel we're in a bit of a grey area here and a lot more benefit of the
doubt is being given to the authorities than I would expect to be given.
You don't only need the authority to have a sensible work-flow, and an IT
system than can store and use "From" email addresses properly, you also
sometimes need to rely on "call centre" staff following the rules.
