As Robin already said in this thread on Wednesday: "Yeah, as others have said I would guess it’s a problem with the council’s current request handling workflow. As it happens we are doing some work with Brighton & Hove that will integrate their request handling process better with WDTK, so I hope you'll see some improvement in a couple of months in your particular case." So as far as I can tell, this is already basically in hand.
