I think it's a good start. I wonder if it would be helpful to define our categories only by measurable metrics. Subjective categories may be too easy to spend unnecessary amounts of time and energy on with no final result. Maybe, although the top-level categories really don't play much of a role in the planning process so probably not much point in overthinking them. Each task is assessed individually, both in terms of value provided, and effort required.
