Nevermind, I am probably wrong with "less than 25%": I had only thought of the "code quality" part, not of actual real debt such as refactoring as a necessary preparation for something else. Overall, I like your estimate of 25% as a sufficiently conservative value to ensure enough headroom for wrongness of the non-"technical debt" estimates.
