I would imagine that the concern with downloading the seednodes is that it makes a request to the public internet, giving away the fact that you're installing Freenet. (You might have downloaded from a USB stick, etc). How often do the seednodes change? Couldn't the list of seednodes be bundled in the .tgz with the installer + jars?
