Correct. "Immediately" is subject to interpretation (still working out the 
term, it will be less than two weeks likely).

This falls out of a registry policy that forces a registrar to "lose a 
turn" in the processing queue if they try and register a name that is 
already taken. In this scenario, having 10,000 entires for particular name 
really impedes you, especially considering there are no non-refundable 
"pre-registration" fees levied by the registry. I imagine registrars that 
allow multiple submissions will levy non-refundable application fees. Using 
a registry that allows multiple submissions is actually a dis-advantage in 
this model, although it will be a challenge to explain this to end-users.

It will be interesting to see how everyone handles it.
