No - I'm saying that explicit approval comes elsewhere in the process, but that like all systems, there are problems with it. Locking your domain name deals with these problems.
If a domain is unlocked, someone issues a transfer order for that domain, then the domain gets locked at the "old" registrar after the transfer process has started but before it's actually been transferred, will the transfer fail or succeed? Does it vary by tld?
