I admit that I have never read the previous SCA that was required for external
contributions to OpenSolaris, but I expect it is pretty much similar
to the later OCA:

By signing the OCA, a third-party contribution in Solaris has been
licensed by Oracle
under terms that  basically say: Your grant us the rights to do
basically everything with
your code (... and you cannot revoke us that right!)

"you hereby assign to us joint ownership [...] you hereby grant to us
a perpetual,
**irrevocable**, non-exclusive, worldwide, no-charge, royalty-free,
**unrestricted license**
to exercise all rights under those copyrights. [...];" [1]

I'd expect Oracle's law department made sure all code in Solaris that is not
copyrighted by Oracle themselve has been licensed under terms of an
SCA/OCA or other
agreements similarly granting them such rights.
