Dave, The why is contained in the first article that I cited. Larry's work is concerned with modeling systems--ways to represent the working knowledge during design process steps--language. I read in that article an attempt to create a robust and repeatable way to model the problem space in a design project.
So I agree--it's not about value distinctions, but about a quest for more precise language. At least, that's how I read it--not trying to put words in anyone's mouth.
