Amit, ixd would be most developed in the Americas, Europe and the Far
East.

For studying ixd, tt seems to be more about which university or
design school (rather than which country) has the most advanced
program (or at least have faculty with relevant knowledge and
experience) for a particular field that ixd can be applied to.

For work, correct me if I'm wrong, India has more ixd opportunities
(even though Indian companies tend to ask for  HCI/CUA graduates who
may lack the design skills and intuition of a dedicated IxD or ask
for an IxD and bring on a visual designer without an adequate
understanding of HCI/HFE/usability evaulation skills) than Arabia or
Africa although not as many opportunities as North America, Europe or
the far east.
