I think you'll find planners to be very well-versed in these concepts, whether or not they share the same vocabulary as UX; they share the same root motivation which is to make environments better for people to live, work and play.

The reality of what gets built and how it is maintained, like in all things, is influenced more by available budget, resources, and political willpower. Great design won't happen because some town councillors hire someone who is smart and wants to make a difference. Getting your ideas implemented will mostly depend on your political savvy, persistence over the long term and the ability to inspire others with a vision of what could be.
