So, this bubble-wrap of which you speak, is it pink (dissipates static)? Mechanical protection isn't the only issue. If the vendor repackages bulk-packed hard drives, ESD (electro-static discharge) precautions would be key because the drive head assemblies are among the most ESD-sensitive components encountered in a server.
