Hmmm, this doesn't make sense, there is a fuse on the carrier board, but
it is right after the DC in jack, so if it blew, the LED on the carrier
would be out. Between the fuse on the carrier and the LED on the module
is just PC board traces and the connector, no other components at all.
There are 18 pins on that connector that carry 5V from the carrier to
the module, it's sounding unlikely they are all bad.

Do have a meter to check and see if the 5V really is 5V on the
connector? It just might be possible  that  the voltage is just barely
high enough to run the regulators on the carrier but  not high enough
for the module.
