Cache/Installed/Plugins is only used for plugin managed by Plugin manager downloaded from repositories. If you look at WebUI Settings/Information - it lists the plugins directories. - you'll see a number of directories including Cached/InstalledPlugins/Plugins and Slim/Plugin.
