I would like to see the charter specifically refer to a set of individual submissions as serving as the "basis" for the working group's deliverables (one existing I-D per deliverable document). This not only shows we have enough folks to produce our deliverables, but (at least rough) consensus going in. Without a consensus-supported basis, the WG will wander endlessly in the the fields of requirement documents.
