This doesn't seem like a bad idea.
My general principles would be along these lines:
(1) For any non-trivial update (more than just a few words),
make sure you change the Last-Translator line.
(2) If somebody else has made an effort to put in some
license/credit lines, try to work in with those (i.e. if
possible, don't remove pertinent information).
If things get ridiculously long, we may have to revisit #2. We always
record the translator(s) in the commit logs in any case and for anything
non-trivial, in the AUTHORS file.
