UPDATE to my previous note. I have now had time to check your second
file and I have found the problem.
You inserted two hyperlink entries at the beginning of the Structure
line instead of one at the beginning and one at the end. When I
corrected that (and clicked All, then OK), the TOC came up working and
in blue as expected (Internet Link shows in the Character Style field
when the hyperlink entries are correctly placed).
(When I checked this time, I found that I was wrong in my earlier
assumption about the character style.)
