DNS BE doesn't allow you to do any kind of domain warehousing. Any customer
who
does such a thing, will have to pay the full DNS BE pricing (which costs
6EUR
for the registrar). The registrar is allowed to register 10 domains for
himself
during the 'free' period.

I'm not sure about the Tucows API, but if you're trying to find out if a .be
domain is available, don't use WHOIS. DNS BE has a nice system called DAS
(Domain Availability System). More details can be found :

You can query DAS as many times as you like (well, don't go over 50 times
per
second or they will block it, but as long as you stay reasonable...)
