The point is when emailing whois confirmations you should tell people what to 
do if the data is stale, i.e. the email ends up in the wrong place.

TUCOWS also make the same mistake on their confirmation emails. Although it 
isn't clear to me which address they are emailing them to.

Although TUCOWS do at least include the correct email address (with a "do not 
reply" to discourage people from using it), and the domain name the email 
refers to, and the data you are expected to check, so it is a lot more 
plausible as an email.

In which case they should consider delegating the responsibility to maintain 
the records to the appropriate level.
