GoDaddy appears to email ALL contacts including tech contact. I
still get several renewal notices despite clients having transferred
domains away from us/Tucows to GD. The problem is client doesn't
change the tech contact via their new registrar. We were only ever
listed as tech contact, client was registrant, admin, and billing
contact. 

GD has not always been helpful when we have complained that the
contaft info was outdated. I don't know what steps they take to
attempt to make the admin change the info, but the last few reports
of inaccurate contact data I have reported have not resulted in the
info being changed :(
