No, Ctrl-R/Reload button asks the site if there's a newer version. Shift bypasses that. http://en.wikipedia.org/wiki/Bypass_your_cache Years ago, these HTTP headers didn't exist, so back then Reload probably did do what Shift-Reload does now.
