Given its an empty file (not verified personally) I'd suggest its a form of tracking. The people who own that domain will watch every access attempt on the file and log it. The file is empty to minimise load on their server. Also given its empty I'd suggest the file itself isn't harmful. The information you pass up through that tracking 'could' be. It could prove your email address is active (for example).
