Yes, that's true. Also, it wouldn't work (if no software decompression is available) in a software fallback (which generally I guess shouldn't be much of a problem). Also note that setting an environment variable will do the trick already, since you can override all driconf options with environment vars (force_s3tc_enable=true in this case).
