+1 to what Mark says above. If there is a reason to not always email the new user, perhaps it's just a simple checkbox (defaulting to selected) which says "email account information to user"

Ideally, we don't send the password via plain text in an email (as that is not good practice these days). Instead, we send an link to the page where the user can set their password.

So, the new user email should say something along the lines of:

"A new DSpace account has been created for your email address ([email]). Before you will be able to login to the system, you must first create a password. Please click the below link (or copy & paste it into your browser) in order to create a password for your account: [link]"
