I think that I would be annoyed and confused if I never received any notice that my account had been created. DSpace cannot determine on its own whether a password reset is required, so the checkbox is needed (and we will then be asked to make its default state configurable). But the effect of the box should be to choose between the password-reset email and a new email saying "your account ${EMAIL-OR-NETID-HERE} has been created".
I thought about conditioning the choice of message on whether the password authentication plugin is configured into the stack, but that really tells us nothing about the specific account that is being created. How a given user will actually identify himself is something that DSpace cannot know without being told.
