The three options:

* Send nothing. Your users are not security-conscious and you do not use local authentication (password plugin). Users pretend that everything is one big system.
* Send new-account message. Your users would be upset to learn that accounts have been silently created for them, and you do not use the password plugin. Users are informed that they have been granted access to another resource, but need take no action.
* Send change-password message. You have at least some users who authenticate to DSpace (password plugin). The user must be established with an unknown password and told how to change it to something he knows.
