I definitely understand the other two use cases:
* Send new-account email : Would send new accounts an automated email that notifies the user about the account & sends them the link to initialize their password.
* Send nothing: For institutions using LDAP/ Shibb / Single Sign On, where the email is unnecessary and possibly confusing.
I just don't understand a situation where you'd want to create a new user from the Admin UI, and then also immediately send them the "Your password has been reset" email message? Shouldn't the "New Account Email" just include a link to initialize/set your password?
