I wiped the cache. Didn't seem to help the problems.

Still no tabs under Settings. Should I go back to 7.7.6, to get a functioning interface?
No, wipe the browser's cache. Use a different browser.The last part of your server.log looks perfectly fine. 7.9.2 seems to be running without any hiccup.
