Modems need a modem script in order for Remote Access to dial out. 
These are often specific to each modem (eg, a 33 Kbaud script may not 
make reference to connecting at higher speeds). Apple has a kit to 
create modem scripts, but it is not as easy as falling off a log (or, 
perhaps, as losing a dongle).
